Sir Edward Grey to Sir A. Nicolson.
Foreign Office, February 24, 1909. GAVE M. Poklevski on the 16th instant a Memorandum on the subject of Manchuria.*
I explained to him that I had already told Count Benckendorff that we agreed in principle with the United States. But, as long as we received no definite British complaint and no special British interest was involved, I had thought that if we took an active part in the matter it would seem as if we had some political motive.
We had now, however, received a complaint from a British firm, and this was why we were bringing the question to the notice of the Russian Government again.
